In the spring of 2020, the leader of the organized crime group demanded 6.5 million soms from the residents. Their acquaintance took advantage of the situation.

The Supreme Court conducted an analysis of a criminal case concerning a man who, using connections with criminal organizations, extorted money from residents of Osh.
According to published materials from the State Register of Judicial Acts, in the spring of 2020, Mukhtar [name changed M.M.M.] was informed that his acquaintance, Ikrom [name changed], and his friend had become victims of extortion by the leader of an organized crime group from the southern region and his accomplices, among whom was a "watchman" for Osh. These individuals demanded the transfer of 6 million 500 thousand soms from them. Mukhtar took advantage of the situation when the pressure on Ikrom reached a critical point.

Mukhtar organized a meeting with Ikrom at the "Energia" sports hall located in the Anar microdistrict, where he introduced him to a certain B. He then intensified the threats from the criminal elements, leading I.A.S., who was also under pressure, out of the hall. After contacting Ikrom, Mukhtar informed him that he had one month to meet the demands, warning of possible consequences for delays.

After a month, in early July 2020, Mukhtar returned to Ikrom, applying psychological pressure, and forced him to sell a cargo truck. On the same day, Ikrom reported that he had sold the truck on credit for 23 thousand 500 dollars, of which he handed over 10 thousand dollars, adding that another 10 thousand dollars was needed.

The collected 20 thousand dollars were exchanged for soms, and Ikrom handed over 1 million 560 thousand soms to Mukhtar in an office in the Frunze microdistrict. However, he demanded another 500 thousand soms, providing a deadline of 15 days.

Ten days later, Mukhtar appeared again, demanding to expedite the transfer of money, which forced Ikrom to borrow a "Hyundai Porter 2" vehicle, valued at 700 thousand soms. Mukhtar took this vehicle, sold it for 450 thousand soms, and took an additional 50 thousand soms.

The investigation established that as a result of Mukhtar's actions, Ikrom suffered significant material damage amounting to 3 million 363 thousand soms.

On August 12, 2025, the Osh City Court issued a verdict, finding Mukhtar not guilty under part 2 of article 267 ("Illegal circulation of weapons and ammunition") of the Criminal Code, as there was no crime in his actions, and he was acquitted. Nevertheless, he was found guilty under part 1 of article 367 ("Concealment of a crime") and was released from criminal liability due to the expiration of the statute of limitations. The previously established preventive measure of house arrest was changed to a written undertaking not to leave, which was lifted after the verdict came into legal force.

On October 28, 2025, the judicial panel of the Osh Regional Court reviewed the case and amended the verdict, finding Mukhtar guilty under paragraph 2 of part 3 of article 41 ("Types of accomplices in a crime") and article 208 ("Extortion") of the Criminal Code, sentencing him to 5 years of imprisonment. He was taken into custody in the courtroom.

According to article 80 of the Criminal Code of the Kyrgyz Republic, one day of detention from September 20, 2024, to December 7, 2024, counts as two days of imprisonment, and five days of house arrest from December 7, 2024, to August 12, 2025, counts as one day of imprisonment. The term of punishment begins to be calculated from October 28, 2025, and his serving is designated in a general regime correctional institution. The rest of the verdict remained unchanged. The appeal was partially granted.

In the cassation appeal submitted to the Supreme Court, Mukhtar's lawyer requested to overturn the decision of the appellate instance and restore the verdict of the first instance, claiming that the appellate court did not adequately assess the collected evidence and reached premature conclusions.

On January 26, 2026, the Supreme Court overturned the verdict issued by the judicial panel of the Osh Regional Court on October 28, 2025, while upholding the decision of the Osh City Court from August 12, 2025. The court ordered Mukhtar to be immediately released from places of deprivation of liberty. The cassation appeal was granted, and this decision is final and not subject to appeal.
