During operational-search activities conducted by employees of the city police's criminal investigation department, a citizen suspected of intimidating citizens and extorting money from them while posing as a police officer was detained.
“On February 2, 2026, at approximately 8:00 PM, a temporary resident of the city of Osh was called by phone to the 'Deluxe' hotel in Osh. Upon arrival at the specified address, the unknown individual introduced himself as an employee of the 'Morality' department of the Osh GUV, and without presenting any identification, demanded 15,000 soms. He also threatened arrest for 3–5 days, used foul language, intimidated the citizen, and took 15,000 soms from him. Additionally, he demanded that he be given 10,000 soms weekly from then on.
A criminal case has been initiated regarding this incident under Article 208, Part 2, Clause 2 of the Criminal Code of the Kyrgyz Republic ('Extortion'), and investigative actions have begun.
Moreover, a similar case was registered on the night of January 31 to February 1, 2026, at approximately 12:16 AM in an apartment located on A. Shakirov Street in the city of Osh. The suspect introduced himself as 'Ruslan,' falsely claiming to be a police officer, and demanded 20,000 soms from citizen A. uulu Zh., born in 1990. He threatened arrest in case of refusal.
Despite the victim stating that he had no money, the suspect snatched the wallet from his hands and openly took 7,700 soms that were inside it, after which he demanded that the victim find additional money and left.
A criminal case has been registered regarding this incident under Article 206, Part 3, Clause 3 of the Criminal Code of the Kyrgyz Republic ('Robbery').
As a result of operational measures, a resident of the Kara-Suu district of the Osh region, K.N., born in 1993, was detained and placed in the temporary detention facility of the Internal Affairs Department of the city of Osh. It has been established that he has previously been repeatedly held criminally liable. At the initial stage of the investigation, it was found that he committed the crimes while posing as a 'police officer' and intimidating citizens,” the statement said.
