Due to his daughter, the man disrupted an international flight
This case, which took place in December 2025, led to the suspension of an international flight and resulted in significant financial losses. The court imposed a fine of 50,000 soms on the man for knowingly making a false report about a possible terrorist act.
According to the case materials published in the State Register of Judicial Acts, on December 12, 2025, the defendant, whose name has been changed to Bolot [B.N.M.], noticed the absence of his daughter M.A., who had not returned from school. Upon discovering that her passport was missing, he suspected that she might have attempted to leave for Russia through Osh Airport.
In an attempt to prevent his daughter's departure, Bolot called the airline at 19:37 and requested a list of passengers on the flight to Moscow. After being denied due to commercial confidentiality, he called back at 19:49 and claimed that there was a terrorist on board the plane with an explosive device.
This false report prompted immediate action from law enforcement. Flight No. 747 "Osh-Moscow" was delayed for more than two hours, and extensive operational-search activities were conducted involving the Internal Affairs Directorate of the Osh region. As a result, government employees were diverted from their direct duties, and Manas Airport incurred financial losses.
During the investigation, the information about the bomb was not confirmed, and the defendant's daughter was removed from the flight.
At the court hearing, Bolot fully admitted his guilt. He explained his actions as a result of the emotional state caused by his concern for his daughter, who had previously expressed a desire to leave for Russia. According to him, the statement about the terrorist was made in an attempt to emphasize the seriousness of the threat: "Don't you care, even if there is a terrorist on the plane?". He expressed regret over the incident and asked the court for a minimal punishment, noting that he had fully compensated the airport for the damages.
A representative of OJSC "Airports of Kyrgyzstan" confirmed that the damages had been fully settled and they had no claims against the defendant. A witness, an airline employee, also confirmed that he was obliged to respond immediately to the threat in accordance with security protocols.
On March 4, 2026, the Osh City Court found Bolot guilty of the crime provided for in Article 259 ("Knowingly false report of a terrorist act").
The court imposed a fine of 500 calculation indicators (50,000 soms) to be paid to the state. The measure of restraint in the form of a travel ban remains in effect until the verdict enters into legal force.
The parties may appeal the court's decision in the Osh Regional Court within 30 days.
