The editorial office of Kaktus.media was contacted by a resident of Bishkek, Elena Chasova. She recounted how she recognized her former classmate, who was living on the street, in a homeless man.

According to her, the young man lost his apartment in the center of the capital and also suffered health issues. Elena helped him get settled in a shelter and initiated a criminal case, in which a police officer became a suspect.

The woman noted that over time, Rysbek began to trust her and started coming to her house with a man of European appearance. These visits were accompanied by the bringing of alcohol, although they claimed they did not drink because they were driving. Alexander, as the homeless man was named, often spoke of a strange taste in vodka - "the bitterness of wormwood."

Elena also expressed concern that Rysbek knew details about Alexander's life that he had not discussed with him before.

Alexander's neighbor, Anvar, tried to offer him an apartment exchange with an additional payment, but he refused, emphasizing that he did not intend to sell the property he inherited from his parents.

Exchange Deal

As a result, Alexander became involved in an exchange of a two-room apartment in the center of Bishkek for a room in a dormitory on Kolbaeva Street.

On March 26, 2019, Rysbek and his companion came to him. That day, Alexander was in a severe state of alcohol intoxication. In the morning, he was taken to a notary located opposite the State Registration Office, where he signed a power of attorney in Rysbek's name with the right to manage the property.

Elena believes that at the time of signing the documents, Alexander needed an assessment of his ability to understand the consequences of his actions.

The next day, March 27, 2019, based on this power of attorney, a sales contract for the apartment was registered at the Bishkek Cadastre Office in the name of Rysbek's brother, Junusbek.
"It should be noted that all documents were processed by the same notary. The transfer of rights from Alexander's grandmother to her son, then to his mother, and finally to Alexander occurred with minimal time intervals, one to two days between each stage. This speed of processing raises suspicions regarding the completeness of the notarial verification," Chasova added.

Investigation...

Thanks to Elena Chasova's efforts, a criminal case was initiated. Due to a conflict of interest, as one of the participants is a police officer, the case was transferred to the GKNB. The investigation is progressing slowly, with investigators frequently changing, but the main facts have been established.

Elena emphasized that Alexander Parfenov experienced the loss of his family, the loss of housing, and complete helplessness, becoming homeless. But despite all this, he survived.


"This story illustrates how vulnerable a person can be and what price society pays for indifference and a formal approach to investigations. I hope that justice will prevail, and a legal assessment will be given regardless of ranks and positions," Chasova concluded.
