The draft law defines deaflympic sports as an independent direction alongside Olympic and Paralympic sports.
This will create a legal framework for funding deaflympic disciplines, the participation of the national team in international competitions, and the payment of one-time bonuses for achievements, including successes at the Deaflympic Games and continental tournaments.
As part of the new law, it is also proposed to restore the accreditation of republican federations for various sports. This will be handled by the authorized state body in the field of physical culture and sports, which will establish the rules and conditions for accreditation. According to the authorities, this will strengthen control over federations that receive funding from the budget and form national teams.
Additionally, the draft law introduces new measures to ensure the safety of spectators at sporting events – the relevant rules will be approved by the cabinet of ministers. This is related to preparations for organizing major international competitions, including the VI World Nomad Games in 2026.
The draft law also states that the time spent by an athlete as part of the national team of Kyrgyzstan will be counted towards their work experience in the field of physical culture and sports.
This innovation will allow retired athletes to officially take up positions as coaches and receive seniority bonuses without losing the time spent on the national team.
In the explanatory note to the draft, it is indicated that the changes will not require additional expenses from the republican budget and will not create negative social or legal consequences. The draft law has undergone public discussion on a unified portal without any comments or suggestions.
