This document has been developed with the aim of optimizing state management and reducing bureaucracy. It also takes into account the provisions of the law "On the Rights and Guarantees of Persons with Disabilities," adopted in August 2025, which allows for the refusal of sanatorium-resort treatment in favor of monetary compensation.
According to the ministry, there are over 221 thousand people with disabilities in the country, among whom 37 thousand are children. Every year, approximately 5 thousand people receive sanatorium-resort vouchers; however, in reality, more than 35 thousand need such vouchers at least once a year.
The justification for the draft emphasizes that the existing system for obtaining vouchers does not meet the needs of people with disabilities. Furthermore, sanatorium-resort institutions do not always actively participate in state procurements conducted by the ministry.
According to the provisions of the law "On State Procurement," applications from suppliers with tax or insurance contribution debts are rejected. This leads to a limited number of health facilities available each year, and vouchers are only issued for certain sanatoriums, which does not allow for meeting the needs of all those in need.
Budgetary constraints also affect the ability to provide free vouchers, resulting in insufficient coverage for those in need of rehabilitation. Often, people with disabilities are forced to purchase vouchers with their own funds, without the possibility of receiving compensation.
The proposal to introduce monetary compensation instead of vouchers will allow people with disabilities to choose the most suitable options for their rehabilitation, as stated in the document.
To implement this resolution, additional funds from the republican budget for 2027 in the amount of 275.9 million soms will be required.
