The Ministry of Labor, Social Protection, and Migration has presented to the public a draft resolution concerning the reorganization of state institutions in the social sphere. This step is aimed at simplifying bureaucratic processes and eliminating administrative barriers.
The draft was developed in accordance with the decisions of the Interdepartmental Commission, which monitors the implementation of the Decree of the President of the Kyrgyz Republic dated March 10, 2025, No. 83, concerning the enhancement of the efficiency of the civil service. The document plans to merge the Republican Institution of Prosthetic and Orthopedic Products (RUPP) with the Rehabilitation Center for Persons with Disabilities.
The proposal is for the Rehabilitation Center to be joined with RUPP, which will lead to the creation of a new institution responsible for prosthetics and restorative rehabilitation for the disabled. During the reorganization, the transfer of personnel, financial, and material-technical resources will be carried out.
Currently, RUPP employs 159 people, while the Rehabilitation Center has 46.5 staff members. During the merger, it is expected that duplicating positions, including the director, chief accountant, and support staff, will be eliminated. However, the majority of employees will remain in their positions, as the profile of the work of the merged institutions will remain the same.
At the same time, the project introduces new management positions, such as the first deputy director - chief engineer and deputy director for rehabilitation issues. The new staff of the merged institution will consist of 201.5 positions.
It should be noted that both institutions are already located in the same building, and the utility services are paid for by RUPP. The payroll fund, taking into account the salary increases for junior support staff, amounts to 2,631,341 soms, and after the reduction of four positions, it will decrease to 2,598,394 soms, resulting in savings of 32,947 soms.
In addition, the project proposes the cancellation of a number of resolutions concerning the charters of individual institutions in the field of medical and social expertise and rehabilitation. To prevent a legal gap, the Ministry of Labor is developing a departmental order that will approve new regulations and charters for the ministry's state institutions. This document is currently being finalized, taking into account proposals from interested parties.
