In his speech, he highlighted several key factors that contributed to this budget growth:
- Economic growth: the gross domestic product (GDP) of the country increased from $8.3 billion to over $22.6 billion;
- Tax administration: revenues of the Tax Service rose from 78 billion soms to 304.3 billion soms;
- Customs revenues: increased sixfold — from 28.9 billion soms to 157.4 billion soms;
- Non-tax revenues: rose from 33 billion soms to approximately 189.4 billion soms;
- Service sector: its contribution to GDP exceeded 1 trillion soms, with a growth rate of 10.9%;
- Revenues from Kumtor: from 2021 to 2025, the enterprise generated $5.115 billion (approximately 400 billion soms), of which $1.176 billion (100.6 billion soms) went to the budget, and an additional $441 million (38.2 billion soms) was collected in the form of dividends.
