Kasymaiev announced the transition from a social budget to a development budget

During the meeting of the Collegium of the Ministry of Finance, which included the Prime Minister Adylbek Kasymaliev, the results of the department's work for 2025 were summarized.

Kasymaliev noted that the results of the Ministry's work are impressive, emphasizing the significant economic growth and stability of the financial system in recent years.

He highlighted that since 2020, the country's budget has increased almost fivefold, with the consolidated budget growing from 247.8 billion soms in 2020 to 1 trillion 101 billion soms in 2025.

The head of the cabinet of ministers pointed out several factors that contributed to this growth. For example, the gross domestic product increased from $8.3 billion in 2020 to over $22.6 billion in 2025. Tax revenues rose from 78 billion soms to 304.3 billion soms, while customs revenues increased almost sixfold—from 28.9 billion to 157.4 billion soms. Non-tax revenues also significantly increased, from approximately 33 billion to 189.4 billion soms.

Additionally, an improvement in economic activity was noted: the volume of the services sector in the overall GDP structure reached 1 trillion soms with a growth rate of 10.9%.

Kasymaliev also spoke about the revenues from "Kumtor." According to him, from 2021 to 2025, after the transfer of the enterprise to state management, about $5 billion 115 million (over 400 billion soms) was received. Of this amount, approximately $1 billion 176 million (about 100.6 billion soms) came to the budget in the form of taxes and other payments, while about $441 million (approximately 38.2 billion soms) was received in the form of dividends.

The head of the cabinet noted that as revenues increase, expenses also grow proportionally, creating opportunities for the implementation of large infrastructure projects, such as the construction of roads and housing under mortgage.

“Our budget has ceased to be exclusively social, and now we are dealing with a development budget,” concluded the Prime Minister.

Following the meeting, Kasymaliev gave the Ministry of Finance a number of important instructions, among which he highlighted the increase in salaries for social sector workers and the effective use of budget funds in public procurement for 2026.
