"Seedlings are smuggled into Kyrgyzstan without phytosanitary control, - deputy"

Deputy of the Jogorku Kenesh Mahabat Mavlyanova raised an alarming issue regarding the possible illegal import of seedlings into Kyrgyzstan during a meeting of the "Mekenchil" deputy group on January 30, 2026. She noted that some of them may enter the country without undergoing phytosanitary control, which poses risks to agriculture.

“Seedlings that have not passed phytosanitary control are being smuggled into Kyrgyzstan. Do you have control over this situation?” she asked representatives of the Ministry of Agriculture.

Deputy Minister of Agriculture Zhanibek Kerimaliev responded that the ministry is taking measures to improve control in this area and is increasing the number of nurseries.
“Recently, we have expanded the number of nurseries. Our phytosanitary inspection is actively conducting checks at border posts, including monitoring the availability of certificates, as well as the processes of disinfection and fumigation,” he reported.

However, Mavlyanova emphasized that the problem is not limited to planting material but also affects the circulation of chemical substances in the regions.
“In some places, chemical substances are sold without the necessary certification. This needs to be brought under control. Perhaps there is a lack of specialists in the villages to address this issue,” the deputy added, suggesting to strengthen efforts at the level of local government bodies.
