According to the publication "Kommersant," in 2025, the total volume of Russian gasoline supplies by rail amounted to 2.6 million tons.

According to the information, Kyrgyzstan took one of the leading positions among importing countries, purchasing 526 thousand tons of fuel. Significant volumes were also sent to Mongolia (820 thousand tons), Uzbekistan (510 thousand tons), and Tajikistan (406 thousand tons).

However, in December 2025, there was a sharp decline in gasoline exports, which fell to 209 thousand tons, a decrease of 22 percent compared to November and 36 percent compared to December 2024.

The main reason for this decline was the exhaustion of annual quotas for duty-free fuel imports in Central Asia. Experts note that Kyrgyzstan prematurely used part of its quota for 2025 due to active purchases in 2024.

Additionally, the decrease in exports is related to the situation in the Russian oil market, where oil refining decreased by 1.7 percent, totaling 262.3 million tons. Unscheduled shutdowns of oil refineries led to rising prices on the exchange and a fuel shortage in some regions of Russia.

To stabilize the domestic market, Russian authorities implemented temporary measures to restrict exports abroad:

Despite the introduction of these restrictions, supplies to Kyrgyzstan under intergovernmental agreements were not affected, which helped the republic maintain stability in the fuel market amid a general shortage.
