A mechanism for protecting salaries from inflation was proposed in the Jogorku Kenesh

Since February 6, 2026, a draft law "On Amendments to the Labor Code of the Kyrgyz Republic" has been put up for public discussion. Deputy of the Jogorku Kenesh Gulnara Akimbaeva is the initiator of this proposal.

The main goal of developing this document is to establish a mechanism for salary indexing at the legislative level, which will help maintain its real purchasing power. The draft proposes the introduction of uniform legal norms for salary indexing in non-budgetary organizations.

The Constitution of the Kyrgyz Republic guarantees everyone the right to work and fair remuneration. However, the new version of the Labor Code, adopted in 2025, lacks a mandatory mention of salary indexing, which, according to the authors of the initiative, reduces the protection of workers.

The explanatory note to the draft law presents macroeconomic data. For example, the country's gross domestic product increased from 550.4 billion soms in 2018 to 1 trillion 454.3 billion soms in 2024. At the same time, the consumer price index increased by 68.2% from 2014 to 2024, negatively affecting the purchasing power of citizens.

The draft law proposes an amendment to Article 91 of the Labor Code regarding salary indexing based on the growth of consumer prices. In particular, the following is proposed:


The initiator of the draft law believes that the introduction of the indexing mechanism will strengthen state guarantees for protecting workers' incomes in conditions of inflation and increase the level of social protection for citizens.
