The deputy proposes to enshrine the provision on salary indexing in the Labor Code.

- Deputy Gulnara Akimbaeva has initiated a draft law aimed at introducing a provision for salary indexing in the Labor Code. The draft was presented for public discussion on February 6.

In the explanatory note to the draft law, it is stated that from 2014 to 2024, inflation amounted to 68.2%. It is also noted that the new Labor Code, adopted in 2025, did not take into account the provision that was in the old Labor Code from August 4, 2004, which required employers to ensure the growth of the real value of wages through indexing, correlating it with changes in the consumer price index.

“The current version of the Labor Code of the Kyrgyz Republic guarantees workers the right to fair compensation; however, it does not provide a clear legal basis for maintaining the real level of wages. The lack of explicit legislative indication for indexing leads to ambiguity in the interpretation of norms and reduces the protection of workers' labor rights,” explains Akimbaeva.

The draft law proposes amendments to Article 91 of the Labor Code (Payment for Workers' Labor. Forms of Labor Payment), which adds a new paragraph 9:

9. The increase in the real value of workers' wages is carried out through indexing in connection with the rise in consumer prices for goods and services.

Salary indexing in organizations funded from the republican budget will be conducted in accordance with the laws and other regulatory acts of the Kyrgyz Republic.

In organizations that do not receive budget funding, the procedure, conditions, and frequency of indexing will be determined by collective agreements, contracts, or internal regulatory acts.
