Cancellation of service fees in cafes led to a 10-15% increase in dish prices, people are dissatisfied, - speaker of the City Duma

At the meeting of the Jogorku Kenesh held on January 28, 2026, Speaker Nurlanbek Turgunbek uulu voiced the problems that arose after the cancellation of service charges in restaurants and cafes.

In his opinion, the owners of establishments took advantage of the situation and raised the prices of dishes by 10–15 percent.

“You don't have to be a genius to understand that they simply increased the cost of dishes without incurring any losses. As a result, ordinary consumers suffer, as they now have to pay more for the same dishes,” he noted.

The Speaker urged the Cabinet of Ministers to conduct a more thorough analysis of the decisions being made, rather than acting spontaneously.

“The people are dissatisfied with the current prices. This concerns not only restaurants and cafes but also the services of hairdressers and taxis, the costs of which have risen to levels comparable to prices in large cities,” he added.

The deputy emphasized that this issue should be addressed within the walls of the Jogorku Kenesh.

“The Cabinet of Ministers is not taking the necessary steps in this direction. We must discuss this issue in February; otherwise, public discontent will only grow,” said the Speaker.

Background:

In October 2025, the Cabinet of Ministers approved a new decree aimed at improving the transparency of pricing in the public catering sector and protecting consumer rights.

According to this document, public catering establishments are prohibited from charging a separate fee for service, table setting, or other actions by the service staff. All associated costs must be included in the main price of the dishes listed on the menu.

The new rules prohibit separate charges for service, dish delivery, or any other actions by the staff.

This means that all elements of public catering services must be accounted for in the price stated on the menu or in other documents available to customers before placing an order.

At the same time, the total amount that the customer must pay should not differ from the amount indicated in the publicly available price list.

Public catering establishments have the right to set additional conditions for their visitors, provided they do not violate the legislation of the Kyrgyz Republic.

This decree came into effect on January 1, 2026.
