The Antimonopoly Service threatened restaurants and cafes with fines for expensive menus


The editorial team of VB.KG received complaints from residents of Bishkek who are reporting price increases in restaurants and cafes following the cancellation of the service charge. We reached out for clarification to the Antimonopoly Regulation Service under the Ministry of Economy and Commerce of the Kyrgyz Republic and received a response from its chairman, Jenaly Orozbaev.

“As of January 1, 2026, a new resolution of the Cabinet of Ministers came into effect, which made amendments to paragraph 141. Now establishments cannot charge additional fees for table setting and waiter services in the form of percentages. After this, we began receiving complaints from consumers about rising prices for dishes, and many do not see any difference,” Orozbaev noted.

According to him, such a situation was predictable. Previously, restaurants set their own service percentages, which sometimes were not reflected in the bills or did not reach the waiters, but were charged to customers. Now all prices must be clear and transparent, and the amounts go through tax authorities.

Establishments are required to enter into employment contracts with waiters, which specify their salaries. Orozbaev added that given the large number of cafes and restaurants in Kyrgyzstan, some visitors may choose to avoid certain establishments upon seeing the new prices on the menu.

He also reminded that the consumer protection law continues to be in effect. There is metrological control in the country, and we already have an approved inspection plan. During scheduled inspections of cafes and restaurants, cases of unjustified price increases or non-compliance with weight standards will be identified, and such establishments may be fined.

In the event of complaints from consumers, unscheduled inspections will also be conducted. Scheduled inspections are carried out with notification, while unscheduled ones are based on citizen complaints,” Orozbaev concluded.
