
During the meeting of the Committee on International Affairs, Defense, Security, and Migration, a bill concerning the ratification of the Agreement between the Kyrgyz Republic and the Italian Republic was considered and adopted in the first reading. This document, signed on May 30, 2025, in Astana, aims to support and protect investments.
The Deputy Director of the National Investment Agency under the President, Damirbek Bikulov, presented the bill. He noted that the main goal of the agreement is to create a legal framework for attracting foreign investments, which will ensure the protection of investors' rights and reduce risks associated with their investments.
During the discussion, Deputy Medina Kairylbekova emphasized the importance of providing legal guarantees for investors conducting their activities in the Kyrgyz Republic.
The committee also approved the bill on the ratification of the Protocol, which amends the Treaty on the Eurasian Economic Union, signed on July 28, 2025, in Moscow. The information about the project was presented by the Deputy Minister of Economy and Commerce, Sultan Akhmatov, who indicated that the document contains 33 amendments aimed at eliminating legal gaps and clarifying definitions within the treaty, as well as empowering the Eurasian Economic Commission to establish the methodology for qualifying barriers in the internal market of the Union.
In addition, the committee approved the bills on the ratification of Loan Agreements with the OPEC Fund for International Development concerning the "First Program for Sustainable and Inclusive Growth," signed on September 22, 2025, in Bishkek, as well as the "Universal Access to Water Supply and Sanitation (Phase 1)" in the third reading.
