The Housing Committee approved the ratification of two loan agreements with the OPEC Fund.

The Committee of the Jogorku Kenesh, dealing with international affairs, defense, security, and migration, approved two bills regarding the ratification of credit agreements with the OPEC Fund for International Development at its meeting on February 2, 2026. These bills were adopted in the third and final reading.

The first of the bills pertains to the ratification of the Credit Agreement for the "First Program for Sustainable and Inclusive Growth," signed on September 22, 2025, in Bishkek between the Kyrgyz Republic and the Fund. According to information provided by the Ministry of Finance, this involves a loan of 30 million dollars, which will be issued for 20 years with a grace period of 5 years and an interest rate of 1.25%. These funds are aimed at supporting the socio-economic development of the country, including sustainable energy supply, improving social services, enhancing climate resilience, strengthening financial stability, and improving the business environment.

The second bill concerns the ratification of the credit agreement between the Kyrgyz Republic and the OPEC Fund for International Development for the program "Universal Access to Water Supply and Sanitation (Phase 1)." According to information presented by the Cabinet of Ministers, the OPEC Fund allocates 20 million US dollars for this program, of which:

- Loan – 20.0 million US dollars;
- Loan term – 20 years;
- Grace period – 5 years;
- Interest rate – 1.25% per annum;
- Commitment fee – 0.5%.

The main goal of the "Universal Access to Water Supply and Sanitation (Phase 1)" program is to improve water supply and sanitation systems in the villages of Chui, Issyk-Kul, and Osh regions, as well as to address priority tasks for further development of sanitation and positively impact the country's water sector.
