At the meeting of the Jogorku Kenesh, the deputies approved the bill on the ratification of the loan agreement titled "First Program for Sustainable and Inclusive Growth" in the second reading. This document was signed between Kyrgyzstan and the OPEC Fund for International Development on September 22, 2025.

According to the terms of the agreement, Kyrgyzstan will receive $30 million as budget support at an interest rate of 1.25% for a period of 20 years, including a grace period of five years.

According to Nurbek Akzholov, Deputy Minister of Finance, the funds will be provided to OJSC "Kyrgyzneftegaz" as a budget loan for eight years at an annual interest rate of 1%, with a four-year grace period. He added that these investments will allow the company to modernize its production facilities and reduce dependence on imported petroleum products, which will have a positive impact on the country's economy.
