On January 28, the deputies of the Jogorku Kenesh adopted a decision in the second reading to ratify the loan agreement with the Saudi Development Fund for the project "Construction of State Schools Phase-2".

According to the terms of the agreement, Kyrgyzstan will receive a loan of 50 million dollars at an interest rate of 1.5% for a term of 25 years, including a 5-year grace period. These funds will be used for the construction of five new schools and an additional seven educational buildings in Bishkek, as well as two schools in the Chui region. The construction is expected to be completed by 2029.

During the discussion, the deputies attempted to ask questions to the Minister of Construction, Architecture, and Housing and Communal Services Nurdana Oruntaev, however, Speaker Nurlanbek Turgunbek uulu urged them to focus solely on the bill. He explained that the Minister of Construction would be invited to parliament to answer other questions separately.

Erlan Kokulov commented on this situation.

“Dear Speaker, you are right in your words, but when ministers are appointed, you urge us not to ask questions. And now you suggest discussing only the project. We reach out to them, but they do not take us seriously. Look, Nurdana Kemelovich is sitting and smiling. This is unacceptable when such serious issues are under our control! We are deputies, and we must ask questions that deserve answers. Otherwise, schools will continue to fall apart. Of course, we should discuss the project, but you leave us no other options. Even in the committees, the situation remains the same. I don’t want to teach you, but don’t forget that we represent the interests of the people,” the deputy said.
