During the discussion of the information on the activities of the cinematography department, presented by Deputy Minister Marat Tagaev, Kokulov clarified whether this could be considered advertising. To which Talantbek Tolobekov, the director of the department, responded affirmatively.
Tolobekov added that a commission of nine people would be created to analyze films before their release. "Why wasn't this done in the past? Don't you care about people's health?" Kokulov exclaimed, noting that he had raised this issue three years ago and had since seen at least three new films with similar scenes.
"Honestly, Marat myrza, I don't know how else to communicate with you. If necessary, I am ready to sue you. Let's take this matter to the end, and let the court make a decision."Kokulov added that representatives of the Ministry of Culture come to parliament with stories about the development of cinema, while scenes featuring specific cigarette brands are shown in films. "How could you allow such a moment when five young Kyrgyz people are sitting in the hall?" he exclaimed.
In response to Tolobekov's attempt to explain that he has only been in the position for two months, Kokulov replied: "Marat myrza, you and your colleagues must understand that what is happening in the country directly affects the health of future generations. My children and I see advertising in films, even though the law prohibits it. Your inaction leads to this being shown on screens. You have no moral right to make excuses."
"I am sure there is a person in the ministry who is getting paid for this. How else can the admission of such films be explained? I have approached filmmakers asking them not to make such films. My children and I do not need movies funded by tobacco companies.""If I see such scenes in films again, don't take offense," Kokulov concluded.
