In the Parliament of Kyrgyzstan, a draft law concerning the ratification of a loan agreement with the OPEC Fund for International Development has been presented for discussion. This agreement is related to the financing of the "Universal Access to Water Supply and Sanitation (Phase 1)" program, signed on September 23, 2025, in Bishkek.

The draft law proposes to approve the agreement, which will allow the attraction of funds from the OPEC Fund for the modernization of water supply and sanitation systems in several regions of the country.

As stated in the justification, the project aims to improve access to safe drinking water and enhance the quality of sanitation conditions, which will contribute to reducing the incidence of disease and adapting infrastructure to climate change. The program covers 126 settlements in the Chui, Issyk-Kul, and Osh regions, providing clean water to over 425,000 residents.

Key elements of the project include investments in water supply systems, improvement of sanitation conditions, support for local authorities, enhancement of service quality, as well as the development of project documentation for future phases.

It is important to note that the funding for this initiative will not require additional expenditures from the republican budget and complies with current legislation.
