On December 31, an expanded meeting took place at the Spiritual Administration of Muslims of Kyrgyzstan, dedicated to the reform of the religious education system, as reported in the press release from the Spiritual Administration.

The main emphasis was placed on fulfilling the instructions of President Sadyr Japarov, voiced at the IV People's Kurultai. The discussion focused on the standardization of religious educational institutions, their centralization, and the improvement of the quality of the educational process.

Participants in the meeting included leaders of the Spiritual Administration, heads of structural divisions, representatives of the muftiate from regions and cities, as well as experts in the field.
Two key issues were on the agenda: the implementation of a unified standard for religious education and the centralization of educational institutions.
During the discussions, it was emphasized that by the 2025–2026 academic year, new internal standards for secondary and higher religious education, as well as corresponding educational programs, would be developed and approved. Regional leaders were instructed to actively implement them.

Additionally, the participants were presented with a project concerning the centralization of religious education, which implies the creation of central religious educational institutions in the regions.


As a result of the discussion, it was decided to intensify the implementation of the new standards, which were approved on December 1, 2025. The responsibility for their implementation was assigned to the district khatibiyats, with oversight to be carried out by regional representatives. Regional representatives were also tasked with preparing proposals for the opening of central religious educational institutions at the regional and district levels, as well as suggesting options for their names in the Kyrgyz language.

According to the National Agency for Religious Affairs and Interethnic Relations, there are 4,441 registered religious objects in Kyrgyzstan, of which 4,048 are Muslim. Among them are more than 100 madrasahs, about 10 Islamic institutes, and one Islamic university.
