- On January 29, 2026, during a plenary session, Deputy Aysarkan Abdibaeva raised questions about the $30 million loan provided through the OPEC International Development Fund.

The response from Deputy Minister of Finance Nurbek Akzholov was that the loan for 8 years would be granted to "Kyrgyzneftegaz," with the first 4 years being at a preferential rate of 1%.

The deputy was interested in what benefits the country would gain after the modernization of "Kyrgyzneftegaz." Akzholov reported that, according to the company's information, after the modernization is completed, it will be able to independently cover 40% of the fuel import volume.

The deputy minister also recommended reaching out to the company for more detailed information.

This issue was discussed in the context of the draft Law "On the Ratification of the Loan Agreement 'First Program for Sustainable and Inclusive Growth Development' between the Kyrgyz Republic and the OPEC International Development Fund," signed on September 22, 2025, in Bishkek, which will be presented for a second reading.
