The Customs of Kyrgyzstan Revealed Cases of Fraud in the Import of Cargo Vehicles from China

The employees of the Main Department for Combating Smuggling of the State Customs Service of the Kyrgyz Republic discovered cases of inaccurate declaration of vehicles imported from China.

The identified violations are related to the incorrect indication of the year of manufacture of the vehicles, which occurred through the submission of deliberately false documents. This, in turn, led to insufficient payment of customs duties.

Among the cases:

• On November 28, 2023, at the MTO "Naryn," a DONGFENG truck was declared with a year of manufacture of 2019; however, a VIN code check showed that it was actually manufactured in 2016. As a result of the recalculation, 1,802,135 soms were collected.

• On May 12, 2024, the company OsOO "K.G.E." imported five quarry dump trucks, claiming they were from 2022. However, analysis confirmed that the actual year was 2021, leading to an additional charge of 3,494,811 soms.

• From August to September 2025, OsOO "K.B.G." imported 13 dump trucks, indicating the year of manufacture as 2023. However, the actual data turned out to be different (2020–2021). A total of 8,093,379 soms was collected without applying any exemptions.

• On December 15, 2025, at the MTO "Naryn," IVECO vehicles were imported for OsOO "C.S.," which were also declared as 2020 models.

An examination conducted by the Forensic Expertise Service of the Ministry of Justice of the Kyrgyz Republic revealed alterations in the factory chassis numbers and the use of parts related to the years 2008–2010. As a result, 2,148,098 soms were collected.

The materials on all incidents were forwarded to the Investigative Department of the Customs Service for further legal assessment. Ultimately, 15,538,423 soms were deposited into the state budget of the Kyrgyz Republic.
