According to the new presidential decree, the "Bala Irysy" allowance will be provided to all children under three years old. Payments will begin on July 1, 2026, and the amount will be 1200 soms per month.
Sadyr Japarov noted that this decision is aimed at supporting families during a critically important period of child development, considering the numerous appeals from citizens. He added that there are many complaints about the state benefit system, where the process of obtaining them becomes a real challenge. Many mothers face the issue that their real needs go unnoticed, and instead of help, they encounter refusals and bureaucratic obstacles.
The president emphasized that it is particularly unacceptable to ignore the needs of infants, as it is during this period that the foundations of their physical and mental development are laid. "I instructed the Cabinet of Ministers to develop a new "Bala Irysy" allowance to provide support to children, who are our main value," he noted.
Japarov added that even if there are cases of abuse, it is better to provide assistance to those who are not in urgent need than to leave even one child without support. "I strive for there to be no children in Kyrgyzstan who do not receive the proper attention and care. All our efforts are directed towards the future of the country and our children. I am confident that the economic growth we are witnessing will help overcome poverty and improve the quality of life for all citizens," the president said.
The introduction of the new allowance is aimed at reducing child poverty and providing necessary assistance to families during the key period of children's growth. According to the National Statistical Committee, there are about 445,000 children under three years old in Kyrgyzstan.
