Ministry of Economic Development: Citizens' Complaints About Pawnshops Decreased After Changes to the Law in 2024

- In 2024, following changes in legislation, there has been a noticeable decrease in the number of complaints against pawnshops. This information was announced on the radio by Suyorkul Ashimzhan uulu, the chief specialist of the supervision, control, and monitoring department of the financial market at the Ministry of Economy and Commerce.

According to him, before the amendments to the law, the main topics of citizens' complaints were high interest rates and additional fees charged by pawnshops.

“Many citizens faced difficulties in repaying short-term loans, and when extending the terms, they had questions regarding the accrued interest,” the expert noted.

According to his information, the Financial Supervision received over a thousand such complaints, to which the agency responded by sending directives to pawnshops and, in some cases, returning funds to citizens — the total amount was about 60 million soms, highlighting the functions of control and protection of citizens' rights.

After the legislation was amended, the number of complaints significantly decreased, as the main issues related to interest rates and illegal charges were resolved. From 2024, inspections are conducted both planned and unplanned; however, in 2025, the number of unplanned inspections was minimal — only 5-6 cases, which arose exclusively from citizens' complaints.

“After 2024, the main complaints were related to compliance with loan repayment deadlines and the rules for storing collateral in the pawnshop, for example, temporary placement in parking. There were no more complaints regarding interest rates, as the changes in legislation established clear limits and procedures for their calculation,” added Suyorkul Ashimzhan uulu.
