Azerbaijan Clarified the Rules for Transporting Oversized Cargo Following Complaints from Kyrgyz Trucking Companies

Official clarifications regarding the rules for transporting oversized and heavy vehicles on the roads of Azerbaijan and the procedure for obtaining special permits have been published by the Ground Transport Agency of the Republic of Azerbaijan (AYNA).

These clarifications were a response to the growing number of inquiries from Kyrgyz transport companies engaged in transit and cargo delivery within Azerbaijan.

As previously reported by the Department of Ground and Water Transport of Kyrgyzstan, Kyrgyz carriers are facing the necessity of paying a state fee for the use of oversized vehicles in Azerbaijan. During negotiations between the Embassy of Kyrgyzstan in Azerbaijan and local authorities, it was revealed that one of the main reasons for the application of administrative measures is exceeding permissible dimensions, particularly in height — over 4 meters.

In this regard, AYNA reminded about the maximum parameters for road trains for international cargo transportation that can be used without a special permit:


The agency also noted that the rules for the movement of heavy and oversized vehicles are regulated by Article 48 of the Law of the Republic of Azerbaijan "On Road Transport" and the Cabinet of Ministers' resolution dated July 7, 2009, No. 104. If the dimensions exceed the established norms, carriers, including foreign ones, must obtain a special permit.

To obtain such a permit, vehicle owners or users must submit an electronic application through the portal e-xidmet.ayna.gov.az, attaching the necessary documents. The document package includes an application, an agreement form, a diagram of the road train indicating axle loads, technical passports of the vehicles, an international consignment note (CMR), as well as documents or photographs confirming the indivisibility of the cargo.

The state fee for issuing one special permit is 50 manats, and an additional 30 manats is charged for route determination.

Depending on the dimensions and weight of the cargo, escort may be required. For example, if the length exceeds 24 meters, the width is more than 2.55 meters, the height exceeds 4 meters, or the gross weight exceeds 50 tons, the transportation must be carried out with the escort of a vehicle from the State Agency of Automobile Roads of Azerbaijan. The cost of escort is 1.49 manats per kilometer.

If the cargo parameters exceed a length of 30 meters, a width of more than 3.5 meters, or a weight of over 80 tons, escort by a vehicle from the State Road Police is required, with a cost of 1.68 manats per kilometer.

Thus, the Azerbaijani side emphasizes that the collection of fees and the application of administrative measures against Kyrgyz carriers are related not to the transit itself, but to violations of established dimensional and weight norms.
