The first incident took place at the bus stop of route No. 100, where one of the drivers pulled out a pistol of unknown model and began insulting another driver.
According to the press service of the Internal Affairs Department of the Lenin District, a preliminary investigation has been initiated regarding this incident. During the investigation, it was revealed that the identity of the man with the weapon is N.I., born in 1990. He was issued a protocol for petty hooliganism (Article 126 of the Criminal Code of the Kyrgyz Republic) and was detained in a temporary holding cell.
Additionally, the police clarified that the threat came from a pneumatic pistol.
According to sources from the editorial office of "AKIpress Summary," the detained individual worked as a taxi driver and had previously been a cash collector.
On the morning of January 14, a quarrel occurred at the intersection of Jibek Jolu Avenue and Osmonkula Street between two drivers. One of the passengers filmed a video showing one of the drivers pressing a pistol against the windows of the car while insulting his opponent.
The press service of the Sverdlovsk District Internal Affairs Department reported that they are searching for this citizen. Soon, the inspector of the press service of the Public Security Management, Nadirbek Jusupov, confirmed on social media that the suspect had been detained.
The necessity of a permit for pneumatic weapons
According to information on the website "Legal Consultations Online in Kyrgyzstan," a permit for pneumatic weapons is not always required — it depends on its power (muzzle energy) and caliber.
No permit required
If the pneumatic weapon:
- has a muzzle energy of up to 7.5 J;
- has a caliber of up to 4.5 mm inclusive,
it can be purchased without a special permit.
A permit or registration may be required
If the parameters exceed 7.5 J or the caliber is greater than 4.5 mm, such weapons are subject to stricter control — it is necessary to contact the Ministry of Internal Affairs to obtain a permit.
Also, the law of the Kyrgyz Republic "On Weapons" mentions that hunting pneumatic weapons must be registered with the internal affairs authorities.
What weapons require a permit?
According to information on the website "Licenses and Permits of the Kyrgyz Republic," permits are issued for:
- the acquisition of civilian weapons (sporting and hunting), Electronic license
- the acquisition, storage, and carrying of civilian weapons and ammunition for them. Electronic license

Who issues permits for weapons?
According to the Law of the Kyrgyz Republic "On Weapons," permits are issued by the internal affairs authority at the citizen's place of residence, and this permit also serves as a permit for the storage and carrying of weapons. The validity period of such a permit is 5 years and can be extended.
The authorized body for issuing permits is the Ministry of Internal Affairs, specifically the Public Security Service. Issues regarding the legality of issuing permits for weapons in Kyrgyzstan have been raised multiple times in society, including during investigations of high-profile crimes. For example, the State National Security Committee detained two police officers in the case of the murder of 47-year-old Bishkek resident Zhibek Urustemova due to the illegal issuance of weapon permits.
On December 23, 2025, on her birthday, a Bishkek resident became a victim of being shot by her ex-husband, who had previously worked as an inspector in the State Traffic Safety Department of the Ministry of Internal Affairs. According to the investigation, he illegally issued and extended a permit for the storage and carrying of a traumatic pistol for the suspect.
