In Azerbaijan, the reasons for charging fees from Kyrgyz carriers have been explained.

- Recently, the Embassy of the Kyrgyz Republic in Azerbaijan has seen an increase in inquiries from Kyrgyz transport carriers engaged in both transit and transportation with a final destination in Azerbaijan. This information was announced by the Department of Ground and Water Transport.

Carriers note that they are charged a state duty for the use of oversized vehicles on the territory of Azerbaijan.

To conduct a deeper analysis of the situation, the Embassy of the Kyrgyz Republic has established working contacts with the Azerbaijani Ground Transport Agency, customs services, and other relevant organizations of the host country.

According to representatives of the Azerbaijani authorities, one of the main reasons for the administrative measures applied to Kyrgyz carriers is the exceeding of permissible dimensions of vehicles, especially in height, which exceeds the established norm of 4 meters. In such cases, carriers must pay the state duty in accordance with the legislation of Azerbaijan.

The Azerbaijani side reports that the height excess is most often recorded in car carriers transporting vehicles to Kyrgyzstan.

“In addition, the competent authorities of Azerbaijan regularly identify other systemic violations in the process of international road transport. These include untimely submission of preliminary declarations, errors in accompanying documents, as well as deficiencies in the design of the international consignment note (CMR) and violations related to permitting documents. In the context of increasing volumes of freight transport, it is necessary to continue simplifying and unifying the working conditions for Kyrgyz carriers in Azerbaijan,” the department reports.

In light of the above, it is proposed to intensify cooperation between the transport authorities of Kyrgyzstan and Azerbaijan, including the digitalization of the transport sector. In particular, a transition to an electronic format for issuing permits for transit transport is anticipated, which will help reduce administrative barriers and minimize the number of technical violations, the department states.

“There is also a possibility of organizing a working trip for representatives of the transport authority of the Kyrgyz Republic, responsible for issuing permits and monitoring the dimensions of vehicles, to Azerbaijan. Within the framework of multilateral cooperation between the member states of the Turkic States Organization, agreements have already been reached on a phased transition to electronic permits in the field of international road transport, which creates favorable conditions for implementing these initiatives at the bilateral level,” the department's message notes.
