The law on improving the system of training medical specialists has been signed

President of the Kyrgyz Republic Sadyr Japarov has signed a new law concerning amendments to a number of legislative acts related to education, science, and healthcare.

This law was adopted by the Jogorku Kenesh on December 24, 2025.

The main goal of this law is to implement the presidential decree dated August 28, 2025, No. 250, which introduces a state monopoly on the training of medical specialists, as well as to improve the system of training medical and pharmaceutical personnel, their retraining and professional development, as well as conducting comprehensive scientific research on relevant healthcare issues. The law also aims to ensure more efficient use of resources in educational institutions and improve their material and technical base.

According to the law, amendments are to be made to the following legislative acts of the Kyrgyz Republic:

– The Law "On the Licensing and Permitting System in the Kyrgyz Republic," which will include a provision for the termination of licenses and permits for educational organizations that have not undergone state accreditation in the field of healthcare;

– The Law "On Science," which will clarify the legal status of scientific organizations engaged in research in the field of healthcare;

– The Law "On Education," which will include the terms "state accreditation" and "educational franchise";

– The Law "On the Protection of Citizens' Health in the Kyrgyz Republic," which will expand the powers of the Ministry of Health to issue licenses to educational institutions implementing professional and additional education programs, as well as those engaged in training scientific personnel in the field of healthcare.
