This law, which was approved by the Jogorku Kenesh on December 24, 2025, was developed to implement the decree of the President of the Kyrgyz Republic dated August 28, 2025, No. 250, regarding the introduction of a state monopoly on the training of medical specialists. The main objective is to improve the system of training personnel in the field of medicine and pharmaceuticals, their retraining and professional development, as well as conducting comprehensive scientific research on relevant healthcare issues and the effective use of resources of educational institutions.
The amendments concern the following legislative acts:
- The Law of the Kyrgyz Republic "On the Licensing and Permitting System in the Kyrgyz Republic," which adds a provision for the termination of a license and/or permit if an educational organization conducting programs in the healthcare sector does not pass state educational accreditation;
- The Law of the Kyrgyz Republic "On Science," which clarifies the legal status of scientific organizations engaged in activities in the field of healthcare;
- The Law of the Kyrgyz Republic "On Education," which supplements the terminology with new concepts "state accreditation" and "educational franchise";
- The Law of the Kyrgyz Republic "On the Protection of Citizens' Health in the Kyrgyz Republic," which expands the powers of the Ministry of Health to issue licenses for educational activities to organizations offering professional and additional education programs in the field of healthcare.
