In 2009, the company "Kaiser" acquired this plot for 35 million soms from "Airus". However, in 2013, the Lenin District Court of Bishkek decided to confiscate the building and land plot.Representatives of "Kaiser" learned about the confiscation from the news and expressed confusion about how their property ended up on the list of seized assets related to the case of former Bishkek mayor Nariman Tyuleev.
The company filed a petition with the court to exclude their property from the list of confiscated assets, but the city court rejected this request, stating that "Kaiser" is not a participant in the criminal case.
The proceedings continued for a long time.
In 2017, the prosecutor's office forcibly evicted "Kaiser" from the occupied building.

The company appealed to the judicial authorities to restore the legality of previous decisions.
Response from Official Authorities
The Bishkek city hall stated that this plot is not under their jurisdiction, while the State Agency for Management of State Property indicated that the territory is private, based on the decision of the Lenin District Court."This land belongs to 'Kaiser', and they are the ones carrying out the construction," commented the State Agency for Urban Development and Architecture (GAUGI).

What is being built?
According to information from the Bishkek Urban Planning Council for 2024, a multifunctional complex with a hotel is planned to be built on the plot at Shopokov Street, 121. The client is "Kaiser", and the design is being carried out by "Archi Vision" and "Arch Club".The Urban Planning Council clarifies that the facility is located in the city center and is bounded by the streets Ibraimov, Kievskaya, Shopokov, and Ogonbaev.

The project is developed based on the client's technical assignment and a visual-landscape analysis by the design institute "Kyrgyzrestavratsiya".
A multifunctional complex is expected to be built, including cafes and restaurants, along with a hotel. The project takes into account the existing urban planning situation. The dimensions of the building are 46.2 by 31.5 meters.

- Two underground floors will be allocated for parking for 54 cars.
- The first two floors will house a lobby, restaurant, and conference rooms.
- From the 3rd to the 14th floors, hotel rooms will be located.
- A usable space will be organized on the roof.
Company Information
According to the Ministry of Justice of the Kyrgyz Republic, "Kaiser" is engaged in the hotel business. The director of the company is Usupbekov Talantbek Kubanychbekovich, and the founder is "SK PANORAMA".

The company is registered in Bishkek and is also engaged in the construction of residential and non-residential premises.


The founders of the company are Nariman Tyuleev, Narynbek Tuleev, and Bakyt Nariman uulu, who also holds the position of director.
