As of the end of 2025, the total number of foreign citizens in Russia decreased from 6.3 million in 2024 to 5.7 million. This was reported by Alexander Peregozhin, head of the analytical department of the migration policy department of the Ministry of Internal Affairs of the Russian Federation.

Peregozhin noted that the significant decrease in the number of migrants is related to a 25 percent reduction in the number of underage foreigners. "In 2024, there were 6.3 million foreigners in Russia, and by the beginning of 2026, their number was 5.7 million," he added.

This data was presented at a conference in Moscow dedicated to the "New Migration Policy of the Russian Federation."

It is worth noting that a new federal law came into effect on January 28, which establishes information exchange between the Ministry of Internal Affairs and educational institutions regarding underage migrants. This law will allow for the transmission of information about registration at the place of residence, enrollment in educational institutions, and expulsion, which, according to the authorities, will help better control the legality of the stay of migrant children and their access to educational services.
