The bill "On Amendments to Certain Legislative Acts of the Kyrgyz Republic" was considered in the first reading by the Committee of the Jogorku Kenesh on Finance, Budget, Entrepreneurship, and Competition Development. This project affects the Code on Non-Tax Revenues, the Code on Offenses, and the Law on Military Duty and Alternative Service.
Talibek Sharshiev, the First Deputy Minister of Defense, explained that the purpose of the bill is to establish a fixed amount of contributions for citizens undergoing alternative service, as well as for the collection of mobilization reserves and the training of reserve officers.
During the discussion, Deputy Ilimbek Kubanychbekov expressed concern that the proposed changes could lead to social inequality. He noted that the right to alternative service would only be available to those who have the financial means, while others would be required to serve in the military.
The committee also approved the bill "On the Ratification of the Temporary Trade Agreement between the Eurasian Economic Union and its Member States, on the one hand, and Mongolia, on the other hand," which was signed on June 27, 2025, in Minsk, Republic of Belarus, in the first reading.
