It is proposed to eliminate the existing amounts of contributions established by current legislation:
- alternative service — 18,000 soms;
- mobilization reserve fees — 50,000 soms;
- exemption from conscription with enrollment in the second category reserve — 25,000 soms.
Instead of the specified amounts, it is proposed to establish that the amounts of contributions to the republican budget will be determined by the Cabinet of Ministers of the Kyrgyz Republic.
In addition, the draft law proposes to increase the fine for violating military registration rules for military personnel or conscripts tenfold — from 1,000 to 10,000 soms.
If the draft law is adopted, it is planned to make changes to subordinate legislation, which foresee a significant increase in contributions, taking into account the current economic growth and inflation rate:
- citizens aged 22 to 40 who have completed alternative service and wish to undergo mobilization reserve training — 75,000 soms;
- military personnel under 30 years old, registered in the first category reserve and wishing to undergo training for reserve officers and receive their first military rank — 90,000 soms;
- citizens conscripted for alternative service due to family circumstances — 25,000 soms;
- citizens conscripted for alternative service with health limitations — 40,000 soms;
- citizens over 25 years old who have not completed military or alternative service and do not wish to undergo training for enrollment in the second category reserve — 50,000 soms.
Deputy Minister of Defense Talaybek Sharshiev, answering deputies' questions, reported that in 2024, as a result of all the contributions specified in the law, the budget received 1 billion 200 million soms. Of this amount, about 700 million soms were transferred to the Ministry of Defense.
Deputy Dastan Bekeshev proposed to adopt the draft law but postpone its implementation for one year so as "not to spoil people's mood before the presidential elections."
As a result of the discussion, the draft law was approved in the first reading.
