
The Ministry of Justice has presented a draft resolution concerning changes to the existing measures to combat domestic violence. This draft proposes amendments to the Cabinet of Ministers' regulation "On Measures for the Protection and Defense Against Domestic Violence," adopted on July 16, 2025, under number 417.
The main goal of this document is to implement the law signed on October 15, 2025, number 214, which introduces a mechanism for electronic monitoring of individuals who have previously committed acts of domestic violence.
According to the new legislative changes, electronic and other technical means of control will be applicable to offenders. This is necessary to ensure compliance with temporary protection orders, as well as to enforce court bans and restrictions.
The key tasks of the project include:
- increasing the effectiveness of protective measures for victims of domestic violence;
- creating a legal mechanism for electronic monitoring;
- preventing cases of repeat violence and stalking;
- implementing digital tools for crime prevention.
The project provides for the following measures:
- defining the procedure for using electronic monitoring;
- establishing mechanisms for interaction between the Ministry of Internal Affairs and judicial authorities;
- creating a unified procedure for monitoring compliance with temporary protection orders;
- developing a new form of temporary protection order taking into account digital technologies.
The work on the document was carried out by an interagency working group, which included representatives from the Supreme Court, the General Prosecutor's Office, the Ministry of Internal Affairs, the Ministry of Digital Development, the Probation Department, as well as experts from the international program JUST4ALL.
