In the city of Kara-Kul, a man was detained on suspicion of torturing his ex-wife and two children.

A seminar dedicated to the prevention of domestic violence was held in Kara-Kul.

At the meeting, it was emphasized that domestic violence is not a private matter, but a serious threat to the safety of citizens and society as a whole. The city prosecutor's office reminded attendees of the legislative measures in Kyrgyzstan aimed at combating this phenomenon.

According to the prosecutor's office, every person has the right to life, health, honor, and dignity, as well as to personal inviolability, which is guaranteed by the Constitution. In this regard, the law "On the Prevention and Protection from Domestic Violence" was adopted on April 27, 2017.

This law classifies domestic violence into several types: physical, psychological, economic, and sexual. Victims can obtain temporary protection orders, access to safe shelters, and social assistance.

The Criminal Code and the Code of Offenses establish liability for domestic violence, including criminal cases that can lead to imprisonment. Additionally, correction programs for offenders are provided.

According to the prosecutor's office, in Kara-Kul, 38 incidents of domestic and sexual violence against women were recorded in 2025, with criminal cases initiated in 5 instances. Among these cases were instances of beatings, rapes, and acts of psychological pressure.

On December 25, 2025, a resident of Kara-Kul, B.A., reported to the prosecutor's office that on the night of December 9 to 10, her husband, M.S., had insulted her and struck her on the head and face. Following the investigation, a criminal case was initiated under Article 138 of the Criminal Code ("Torture").

During the investigation conducted on December 26, 2025, it was revealed that M.S. had previously repeatedly committed violence against his ex-wife B.A., as well as their son A.T. and daughter N.T. As a result, he was charged under Article 138 of the Criminal Code for torture against multiple individuals.

On the same day, December 26, 2025, the investigating judge of the Kara-Kul City Court decided to remand M.S. in custody for two months—until February 25, 2026. The investigation is ongoing.

The prosecutor's office also noted that a total of 12 protocols were drawn up under Article 70 of the Code of Offenses ("Domestic Violence"). However, no cases of violations of temporary protection orders or evasion from correction programs were recorded, indicating insufficient preventive work.

According to the prosecutor's office, preventive measures were conducted ineffectively in some cases, oversight of the enforcement of protection orders left much to be desired, and legislative opportunities were not fully utilized.

In light of the above, a representation was sent to the prosecutor's office demanding the elimination of identified violations and the strengthening of preventive measures in dealing with domestic violence.
