The Ministry of Education has developed and approved a new plan, according to which the rotation of heads of education departments in cities and districts will take place in 2026.
Gulzat Chotbaeva, head of the human resources department of the Ministry of Education, emphasized that this decision was made to prevent conflicts of interest, reduce corruption risks, and create fair conditions for managerial personnel. "A prolonged stay in one position, especially at the local management level, can lead to certain management risks," she noted.
According to information from the ministry, the rotation plan fully complies with current legislation.
Furthermore, it is emphasized that the positions of heads of education departments in districts and cities fall into the category of positions with a high level of corruption risks.
The ministry stated that the rotation will serve as an important preventive tool that promotes transparency and fairness in management.
According to the approved plan, the rotation will affect the heads of education departments in the following districts:
- Moscow, Jaiyl, Panfilov, Sokuluk, and Alamudun districts of the Chui region;
- Balakchinsky city, Issyk-Kul, Tyup, and Ton district education departments of the Issyk-Kul region;
- Aksy district education department of the Jalal-Abad region;
- Kara-Kulja, Alay, and Chon-Alay district education departments of the Osh region;
- Batken district and Sulyukta city education departments of the Batken region.
