As part of this package, a complete ban on maritime transport of Russian oil is planned. As stated in the press release, "maritime trade is a global business, and we plan to implement this ban in cooperation with our like-minded partners following discussions in the G7."
Among the key measures included in the 20th package of sanctions are:
- a ban on the use of 43 vessels from the "shadow fleet";
- restrictions on the activities of 20 regional banks in Russia;
- measures to regulate cryptocurrencies and trading platforms;
- an expansion of the list of goods banned for import from Russia and export to the country;
- a ban on the export of computer equipment and radio equipment to countries with a high risk of re-exporting to Russia to prevent circumvention of sanctions;
- improvements to legal mechanisms protecting the rights of intellectual property holders from "unjust expropriation" in Russia.
Ursula von der Leyen, the head of the European Commission, stated the necessity of adopting a new package of sanctions by the anniversary of Russia's full-scale invasion, which will take place on February 24.
It is worth noting that the previous, 19th package of sanctions was approved on October 23, 2025.
