The Supreme Court Discussed the State of Cybercrime in Kyrgyzstan

On February 11, a meeting was held at the Supreme Court where judges discussed the state of cybercrime in the country. The event was attended by employees of the sixth department of the Main Directorate for Criminal Investigation of the Ministry of Internal Affairs, as well as judges from the criminal, civil, and economic law panels.

Under the leadership of the Deputy Chairman of the Supreme Court, Nurlan Musaev, the main types of internet fraud and the interaction between the judicial system and law enforcement agencies in the context of growing digitalization were discussed.

Ministry of Internal Affairs specialists presented information on the most common forms of cybercrime, such as phone fraud, where criminals call or send messages pretending to be from banks or law enforcement agencies to extort SMS codes and money. Cases of phishing related to fake websites for stealing bank card data, hacking accounts in messengers and social networks followed by sending messages on behalf of acquaintances, as well as so-called "investment scams" promising high returns on cryptocurrency investments were also considered.

It was also emphasized at the meeting that there have been changes in legislation tightening criminal liability for fraud, including the introduction of liability for dropperism—using front persons to cash out criminal proceeds. Issues of money laundering through cryptocurrency exchanges and new challenges related to the use of crypto assets for legalizing criminal income were discussed.

Participants of the meeting noted the need for regular dialogue and agreed on plans to hold similar working meetings to enhance the effectiveness of the fight against cybercrime and improve judicial practice.
