
A resident of the Batken region was able to secure child support payments for her four children after contacting the ombudsman. This was reported by the Ombudsman Institute.
In early 2023, 34-year-old I.K.M. sought support, stating that three years prior she had divorced K.K.Z. and immediately filed a claim for child support. The Kadamjai District Court ruled that the man must pay 50% of his income.
According to the woman, the monthly amount of child support was 3,148 soms for each child, totaling 12,594 soms for all four. Payments were made regularly until 2024, after which they became partial, and in 2025 they ceased completely. Attempts to resolve the issue through the Kadamjai District Department of Judicial Executors were unsuccessful.
After the intervention of the authorized representative of the Ombudsman in the Batken region, an official request was sent. During the investigation, it was found that the ex-husband, who was working in Russia, did indeed send money in 2024; however, the woman did not receive the funds due to the blocking of her bank account for technical reasons.
The arrears for child support in 2025 amounted to 151,128 soms. With the help of the institute's staff, the former spouses reached a peaceful agreement: the man agreed to pay off the debt by March 15 of this year. In February, he had already transferred 111,000 soms to his ex-wife's account.
The Ombudsman Institute emphasized that the protection of the rights of women and children remains one of their main areas of work. In 2025, the institute received 56 complaints regarding non-payment of child support.
