In 2025, 72,000 foreign citizens were expelled from Russia due to violations of local legislation. This was reported by Vladimir Kolokoltsev, the country's Minister of Internal Affairs, who emphasized that the department's staff could have identified more violators if they had sufficient funding.

The minister noted: "Unfortunately, we also need funding to implement your legislative initiatives."

Previously, foreigners could remain in Russia even after violating laws until they were detained by the police. Some of them used their financial resources or entered into marriages, which allowed them to legalize their status and cancel deportation decisions.

With the introduction of a new migration regime, which came into effect on February 5, 2025, the situation changed. Now, foreigners who violate the law are placed on a registry of controlled individuals and lose the ability to manage their funds in accounts — they have access only to 30,000 rubles and money for paying fines. This leads to them being forced to leave the country and, in some cases, they cannot return if a decision is made to impose a ban on their entry.

As of early 2026, there were 5.7 million foreign citizens in Russia.
