Deputy Minister of Internal Affairs Adylbek Biibosunov stated that such checks will not be conducted in all cases. Knowledge of traffic rules will be checked in the following situations.
- Article 182, Part 1: Driving a vehicle with technical malfunctions that prohibit its operation. Part 4: Driving a vehicle without state registration plates or using devices that hinder the identification of license plates.
- Article 185: Failure to stop a vehicle at the request of law enforcement officers or transport control authorities.
- Article 187, Part 3: Exceeding the speed limit by more than 40 km/h but not more than 60 km/h. Part 4: Exceeding the speed limit by more than 60 km/h.
- Article 188, Part 3: Violating traffic rules at intersections or passing a red traffic signal, as well as driving on sidewalks, failing to yield to public transport, and other serious violations. Part 4: Failing to yield to vehicles with activated special signals. Part 5: Violations during overtaking or maneuvering that result in entering the oncoming lane.
- Article 189, Part 1: Auto hooliganism, meaning actions by the driver that clearly violate public order and traffic rules (for example, racing in unauthorized places).
- Article 192, Part 2: Violating traffic rules that result in damage to a vehicle or road objects. Part 3: A violation that causes harm to health, if it is not classified as a criminal offense.
- Article 194: Driving a vehicle that has been modified without approval from the authorized bodies. Article 195: Violating the rules for transporting hazardous goods.
