
Almambet Shykmamatov stated that at that time, control over 'Kyrgyzneftegaz' was exercised by special services, making audits by tax authorities impossible.
The head of the State Tax Service, Almambet Shykmamatov, commented on information regarding possible corruption schemes in 'Kyrgyzneftegaz,' in which relatives and close associates of the former head of the State National Security Committee (GKNB), Kamchybek Tashiev, could have been involved. This was reported by 24.kg.
According to him, during Tashiev's tenure in high government positions, the enterprise was under the control of special services, which made audits by tax authorities impossible.
“To be honest, 'Kyrgyzneftegaz' was completely under the control of the GKNB. Some of our tax officials fell into the trap of the GKNB and are still under arrest. It was impossible to audit 'Kyrgyzneftegaz.' Now that the tax officials have the opportunity, we conducted an audit and investigation. We had two options: either to conceal the information or to make it public. We chose to make it public,” noted Almambet Shykmamatov.
He added that there was no formal ban on conducting audits, but there were informal instructions. It was also important to be aware of the possible consequences of such audits, he emphasized.
Recall that earlier the Tax Service published video materials for the investigation titled “Oil for Ours: How Kyrgyzneftegaz Was Ruined,” which contained data on possible illegal actions by the enterprise's employees.
According to the materials, the damage estimated by investigators amounts to 4.2 billion soms.
Additionally, it is reported that profitable types of processing — diesel and fuel oil — were sold through a limited circle of private companies, including one linked to relatives of Kamchybek Tashiev, which, according to the investigation, was engaged in reselling diesel to state companies.
