As Shykmamatov noted, during the period when Tashiev held a high position, control over the enterprise was exercised by the special services, which made it impossible for tax authorities to conduct inspections.
“We need to speak honestly: control over ‘Kyrgyzneftegaz’ was fully exercised by the GKNB. You know, some tax inspectors found themselves trapped by the GKNB and are still under arrest. It was impossible to conduct an inspection of the enterprise. At the moment, the tax service has gained the opportunity to conduct an inspection and investigation. We could either hide the information or make it public. We chose the latter path,” said the head of the STS.
He added that there was formally no ban on inspections, but unofficial instructions were in place. Everyone understood the consequences such an inspection could have, emphasized Shykmamatov.
On March 16, the State Tax Service announced the detection of actions contrary to state interests in the activities of "Kyrgyzneftegaz" during the extraction and sale of oil.
As part of the "Schemes" program, the results of data analysis were published, indicating possible billion-som embezzlements in the oil sector. According to preliminary data, due to gray intermediary schemes and dubious write-offs of raw materials, "Kyrgyzneftegaz" could have incurred losses exceeding 4 billion soms.
The analysis of invoices and financial operations of the company for the years 2021-2025 revealed three main schemes through which profits from the sale of state oil could have been siphoned off to benefit private entities. The investigation also mentions a possible connection between these companies and the relatives and close associates of Kamchybek Tashiev.
