The Ombudsman Institute found violations in Colony No. 27. Comment from the State Penitentiary Service of the Kyrgyz Republic

On February 26, employees of the Ombudsman Institute conducted an inspection at Institution No. 27, which is managed by the GSIN. As a result of the monitoring, certain violations were identified; in particular, it was established that the colony is significantly overcrowded, and the living space allocated per inmate does not meet the established standards.

According to the GSIN, there are currently 1,101 inmates in the colony.

The total area of the institution is 7.27 hectares, and its maximum capacity is 1,200 places. On its territory, there are three dormitories designed for 980 places, as well as special zones for inmates convicted of extremism and terrorism, as well as for those who have served in law enforcement agencies. Additionally, there is a dormitory for 100 places for inmates engaged in economic work, and a rehabilitation center "Ak Niyet" for participants in social rehabilitation and adaptation programs.

The GSIN noted that there should be a minimum of two square meters of living space per inmate, and according to them, this standard is being met in Institution No. 27.

“Inmates receive all necessary bedding and personal hygiene items, as well as three hot meals a day. Considering all of the above, the information about overcrowding and lack of living space disseminated by the Ombudsman Institute is not true. Furthermore, work to protect the rights of inmates is carried out continuously,” the GSIN concluded.
