Deputy on citizens who changed their gender: De facto they exist

At the meeting held on January 21, a draft law on the personalized accounting of citizens for mandatory state social insurance was discussed, during which Jumabekov raised the issue of the possibility of registering individuals who have changed their gender.

He provided an example: "Citizens are requesting a change of PIN. If a man has become a woman and a woman has become a man, then de facto they exist, but will they be able to register them legally if they make such a request?"

In response, the First Deputy Minister of Digital Development and Innovative Technologies, Nursultan Kubanov, reminded that the legislation of Kyrgyzstan clearly states that neither men nor women have the right to change their gender. Thus, according to him, such a situation is fundamentally impossible.

Jumabekov noted that he expected a similar response, adding that if the agency had provided clarification earlier, many questions could have been avoided.

Additionally, the deputy reminded that according to the Constitution, Article 26 defines the family as a union between a man and a woman.
