For female citizens of Kyrgyzstan, a personal identification number starting with the digit 1 is provided, while male citizens receive numbers starting with the digit 2.
The existing law establishes the conditions under which citizens can change their PIN assigned at birth. The Ministry of Digital Development proposes to supplement this bill by stating that "the procedure for assigning and changing personal identification numbers is determined by the cabinet of ministers." This change aims to simplify the process of making changes to the PIN.
However, such proposals have raised concerns among deputies. Dastanbek Jumabekov expressed doubt that this innovation would give the cabinet of ministers the opportunity to arbitrarily change citizens' personal identification numbers.
“What if someone from the citizens of Kyrgyzstan wants to change their identity? In the modern world, there are cases where women become men and vice versa. If they want to legally formalize their changes, will the cabinet of ministers be able to change their PIN at their discretion?” the deputy asked.
In response, Nursultan Kubanov assured that “a man cannot become a woman, and a woman cannot become a man.”
Earlier, while discussing this bill, the deputy director of the State Institution "Kyzmat," Ernes Dosaliev, reported that a man who became a woman had approached them and requested assistance in obtaining a new PIN as soon as possible.
