The State Institution "Kyzmat" clarified that the institution is not the initiator and does not propose changing the personal identification number (PIN) based on gender change.

According to information received from the State Institution "Kyzmat," on January 19, a draft law proposed by the Ministry of Digital Development and Innovative Technologies of the Kyrgyz Republic was discussed at a meeting of the Committee of the Jogorku Kenesh. This project aims to establish a procedure for changes and assignment of PIN in cases of technical errors, duplication, as well as incorrect indication of data about gender or date of birth, among other cases provided for by law.

The Deputy Director of the State Institution "Kyzmat," Ernes Dosaliev, provided a hypothetical example of a "man who changed gender" during the discussion to illustrate possible legal complications; however, this does not reflect reality and is not an initiative or decision of the State Institution "Kyzmat."

The main goal of the draft law is the principle of "one person — one PIN," as well as ensuring the accuracy of data in state information systems. The State Institution "Kyzmat" urges the media to consider the official position of the institution and to avoid distortions in interpretation.
