The words of the deputy director of the GU about the "gender-changing man" were a hypothetical example, - GU "Kyzmat"

The State Institution "Kyzmat" commented on the recent statements made by Deputy Director Ernes Dosaliev during a meeting of the relevant parliamentary committee. Dosaliev mentioned the case of a man who submitted a request to change his personal identification number (PIN) after changing his gender.

According to the institution's press service, the words cited by Dosaliev were hypothetical and were used solely to illustrate potential legal conflicts. The statement emphasizes that "this example does not reflect the practices or initiatives of the State Institution 'Kyzmat.' The institution does not offer or initiate changes to the PIN based on gender change."

On January 19, the Committee of the Jogorku Kenesh of the Kyrgyz Republic discussed a draft law proposed by the Ministry of Digital Development concerning the procedure for assigning and changing PINs. This project aims to eliminate technical errors, duplicate numbers, as well as correct incorrect data on gender or date of birth, and covers other cases provided for by legislation.

The main idea of the draft law is based on the principle of "one person - one PIN," which is intended to ensure the accuracy of data in state information systems, as stated in the clarification.
